How the seats are calculated
Lists with under 3.25% of valid votes win no seats. Votes per seat = votes of lists above the threshold ÷ 120, and each list first gets the whole number of seats its votes buy. The leftover seats go one at a time to whichever list, or surplus-agreement pair, has the highest votes ÷ (seats + 1) (the Bader-Ofer method). A pair's seats are then split between its two lists the same way. An agreement only counts when both lists pass the threshold.
